Overview

ASPC-Winslow is strategically located just three miles south of Winslow, adjacent to State Highway 87, making it one of Arizona's key correctional institutions. Construction of the facility began in 1985, culminating in the completion of the Apache unit in 1995. The complex includes three units: the Kaibab unit with 839 beds, the Coronado unit with 492 beds, and the Apache unit with 346 beds.

The administration teams at ASPC-Winslow are dedicated to reducing recidivism and revocation by holding inmates accountable during their incarceration while promoting their educational development. Each unit emphasizes quality programming, education, and engaging activities that enhance life skills to prepare inmates for a successful reintegration into the community.

 

Programs

Work Crews

The Winslow Complex consists of two minimum custody work yards: Coronado and Apache. Both units offer inmates the chance to engage in onsite and offsite work crews, contributing to community improvement and beautification projects, as well as supporting local city, county, and state initiatives. The Apache and Coronado units feature Wildland Fire crews and Healthy Forest Initiative crews. Additionally, they collaborate with the Arizona Department of Transportation and Arizona Correctional Industries, which builds trusses for civilian contractors. While participating in these projects, inmates gain valuable job skills and work techniques that can aid in their future employment.

The Kaibab unit, designated for close custody, provides a variety of educational and vocational training opportunities, equipping inmates with practical skills for the workforce. All three units offer programs that help inmates earn food preparation certifications and health cards, learn warehouse inventory management, and acquire landscaping, floor maintenance, general maintenance, barbering, and construction skills. These experiences foster effective communication and teamwork in culturally diverse environments.

Education

The Winslow units provide a diverse range of academic and life skills programs, with education available Monday through Friday (excluding holidays). Certified teachers oversee these academic offerings, which include Functional Literacy, High School Diploma (subject to specific requirements), General Equivalency Diploma, and Peer-to-Peer GED programs.

The Coronado unit also features work-based education programs, such as CTE Masonry. Both the Coronado and Kaibab units offer online Associate Degree programs through Central Arizona College, accessible via laptops. The available degrees are: Associate of Applied Science in Business (AAS), Associate of Arts (AA), and Associate of General Studies (AGS). All enrolled students must qualify for the Federal Pell Grant.

Treatment & Self-Improvement Programs

The treatment programs available at Winslow include Medical and Mental Health counseling, NA/AA volunteer-led sessions, recreational activities, self-paced workouts, Changing Offender Behavior (COB), and Re-Entry, Courage to Change. Additionally, there are Peer-to-Peer classes covering topics such as Music Theory/Band, Yoga, Parenting, Domestic Violence, Spanish to English, and Life Skills. These treatment and self-improvement programs are led by COIIIs, Medical and Mental Health staff, as well as fellow inmates. The Apache unit specifically offers a Substance Abuse Moderate Treatment Program, facilitated by a Senior Correctional Substance Abuse Counselor.
