The Office of the General Counsel provides legal analysis, comprehensive legal assistance and strategy on a range of issues to the Director and senior executive team in all aspects of ADCRR's operations. The Office works in close collaboration with the Attorney General's Office, ADOA Risk Management, and outside counsel on all litigation involving ADCRR and its employees.

Day to day the team provides legal guidance on many issues including Human Resources, employment law, public records law, federal and state civil rights law, and internal administrative processes for the incarcerated population related to appeal of disciplinary tickets and grievances, the publication review process, and the incarcerated population's rights to secure legal access to the courts.

Three additional offices are housed within the Office of General Counsel:

  • The Public Records Office, tasked with processing public records requests and subpoenas, ensuring prompt response and production as required by Arizona law.
  • The Policy Unit, tasked with compiling, revising and reviewing hundreds of internal Department Orders and policies to ensure ADCRR procedures stay up to date with current law.
  • The Americans with Disabilities Act Unit (ADA) oversees ADA compliance across the agency by working collaboratively with other Divisions to provide guidance, recommendations, and oversight in implementing sustainable ADA practices across the Department.
