Program Proposal Process
Thank you for your interest in volunteering with the Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) to support the offender population. We appreciate your dedication to making a positive impact. If you are interested in starting a volunteer program, please follow the steps below:
How to Start a Volunteer Program
- Contact Us – Reach out to the Volunteer Coordinator at [email protected] or Faith Services - Chaplain for guidance.
- Complete a Proposal Form - You will receive a Program Proposal Form, which must be completed to outline the details of your proposed program.
- Submit Your Proposal - Send the completed form to the appropriate department: [email protected] or Faith Services - Chaplain.
- Initial Review – The Volunteer Coordinator will process the proposal for review.
- Committee Assessment – The Volunteer Committee will evaluate the proposal to determine its potential impact on the offender population.
- Leadership Review – If the proposal is found to be beneficial, it will be forwarded to Complex leadership for further review and recommendations.
- Final Approval – Upon complex-level approval, the proposal will be submitted to the Education Program and Community Reentry (EPCR) Division for final approval.
- Notification of Approval – If the program is approved, the Volunteer Coordinator will notify the group leader or designated volunteer with the next steps.
Steps for Writing a Program Proposal
A well-crafted program proposal is essential to effectively communicate your program's objectives, structure, and impact. While special requirements may vary, the following general steps will help you develop a strong proposal:
- Define Your Objectives – Clearly state what your program aims to achieve and why it is important.
- Research and Planning – Gather relevant data, information, and resources to support your program.
- Outline the Proposal – Create a structured format, including key sections and critical points.
- Write an Introduction – Provide background on the program, the problem or opportunity it addresses, and its significance.
- Define Scope & Methodology – Describe the program’s scope, limitations, and methods for achieving its objectives.
- Budgeting – Estimate the program’s costs, including materials, resources, and labor. Please note that ADCRR may not fund program expenses.
- Team & Qualifications – Highlight the team members' relevant expertise and experience. If working individually, include a brief bio (optional).
- Risk Assessment – Identify potential challenges and outline strategies to mitigate them.
- Benefits & Deliverables – Explain the program’s expected benefits and the specific deliverables to be produced.
- Timeline & Schedule – Develop a project timeline, including key milestones and deadlines.
- Measurement & Evaluation – Detail how program success will be measured and evaluated.
- Executive Summary – Summarize key points engagingly and persuasively.
- Conclusion – Reinforce the importance of your program and summarize its main takeaways.

Volunteer Packet Types, Onboarding Process & Location Type
VOLUNTEER PACKET TYPE
- INCIDENTAL VOLUNTEER - For the purposes of determining New Non-Department Personnel Orientation and Annual In-Service Training requirements, non-Department personnel interacting with inmates in close physical proximity and/or engaging in verbal interaction for up to six hours per month are considered to have incidental contact.
- FREQUENT VOLUNTEER – Personnel inside the secure perimeter of an institution, who directly supervise or are involved with any inmate(s) work activities, responsible for or are involved in the transportation of inmates, interacting with inmates, in close physical proximity and/or engaging in verbal interaction for a designated amount of time of more than eight hours per week.
ONBOARDING PROCESS
- NEW VOLUNTEERS – The processing of an applicant to obtain clearance to enter a State or Private Correctional Facility as a volunteer or contractor.
- RENEWAL - The process of reapproving a volunteers’ clearance ANNUALLY. A renewal request shall be submitted no sooner than 30 calendar days prior to the ID card expiration date, but no later than 15 calendar days.
VOLUNTEER LOCATION
- COMPLEX/UNIT – The approval of an individual that requires a clearance to enter into a correctional facility to deliver services as a contractor or volunteer.
- STATEWIDE – The approval of an individual that requires a clearance to enter into multiple correctional facilities to deliver services as a contractor/volunteer.
