New Inmate Release Card Program

Effective December 18, 2017, all inmates released into the community will be issued a JPay Progress MasterCard containing all of their balances in the Inmate Trust Account including Spendable, Dedicated Discharge, Retention and Discharge allowance. Inmates will be given an information packet upon release which will include instructions using the release card, as well as any fees that may apply.  Information packets will be available in both English and Spanish. The release cards will be active when issued and may be used immediately to: purchase items at any merchant that accepts MasterCard; withdraw cash from an ATM; or withdraw cash at financial institutions that accept MasterCard. No fees are charged at ATM’s that have the “MoneyPass” logo. Any wages due after release will be loaded onto the same release card that was issued to the Inmate.

The JPay Progress MasterCard release card program replaces the Bank of America VISA release card program.  ADC’s ability to reload funds on Bank of America VISA release cards will end on December 31, 2017. If additional funds, including wages, are owed to offenders who were issued a Bank of America VISA, beginning January 1, 2018, those additional funds will be paid by check and mailed to the offender’s address of record.

Inmates that are released to other Jurisdictions, including ICE, will continue to receive checks containing all of their balances in the Inmate Trust Account, including Spendable, Dedicated Discharge, Retention and Discharge allowance.
